Stand alone LibNITF library

is leading the efforts to build a stand alone NITF library. He will start out by pulling the existing NITF code from OSSIM as a starting point. The goal will be to build a fully compliant NITF library that is open sourced eliminating the need to constantly redevelop this interface.
